# Phase 0 Completion Report
> Historical evidence: この記録は作成当時のcommitに対する結果であり、現行commitの再監査結果ではない。
## 実施内容
- Specifications、Design、ImplementationPlanの優先順位に従い、単一Task実行、option競合、実装上限、Release/E2E要件を整合した。
- .NET 10/C# 14 solution、5 production project、3 test project、Central Package Managementを構築した。
- Ollama実測versionをtested baselineとして記録した。
